"Julian, bringing fresh perspective and focused determination at a young age, has already stepped into pivotal roles across the private, public, and nonprofit sectors. Navigating personal challenges, including the loss of his father and taking on leadership of the family business, alongside academic achievements like earning his master’s degree, he demonstrates a steady commitment to strengthening his community and home."

Julian D. Bishop

Born and raised on St. Croix in the U.S. Virgin Islands, Julian’s commitment to his community runs deep, especially through his extensive work in community activism and organizing in Frederiksted. His dedication to public service and community betterment has been a driving force behind both his professional and personal pursuits.

Julian has been an influential figure in political circles, advising and helping lead successful campaigns across the Virgin Islands. His professional experience includes key roles in public offices such as the Office of the Delegate to Congress, the Government House of the Virgin Islands, and the USVI Transfer Centennial Commission.

Academically, Julian holds an Associate of Social Science degree from Valencia College (2019), a Bachelor of Political Science degree from the University of Central Florida (2021), and completed his Master of Public Administration in December 2024.
In January 2025, Julian began serving as Chief of Staff in the Virgin Islands Legislature, where he brings strategic leadership and a forward-thinking approach to legislative operations, public policy, and constituent engagement.

Outside of government, Julian founded JDB Consulting in 2020, a political and government consulting firm in the Virgin Islands. Through his work as a consultant, he has advised political candidates, public officials, and businesses, supporting policy development, public communication, and organizational leadership to drive meaningful improvements in the territory.

Earlier, as a Legislative Researcher in 2021, Julian gained firsthand experience with the legislative process, including bill drafting, committee work, and budget review, offering him a comprehensive understanding of a senator's responsibilities. He stepped away from this role in 2022 to care for his father during his final months.

Since his father’s passing in June 2022, Julian has led Armrey Industries, Inc., the Virgin Islands’ leading remodeling agency, overseeing projects that range from private homes to large-scale community developments.

Across each chapter of his career, Julian’s deep-rooted commitment to the Virgin Islands is clear—reflecting a broad and thoughtful approach to public service, business leadership, and community development.
